COMMEO advises CITIC Group on acquisition of Stemcor Global Holdings

July 2026 – Frankfurt-based competition law firm COMMEO advises the Chinese-based CITIC Group in the indirect acquisition of metal trading expert Stemcor Global Holdings.

CITIC Group is a multinational conglomerate, financial services provider, and investment company. Through entities such as CITIC Pacific Special Steel and Nanjing Steel Group Co., Ltd., CITIC Group engages in trading, distribution and manufacturing of steel raw materials and steel products. UK-based Stemcor Global Holdings is an expert in the international trading and distribution of steel raw materials and steel products.

End of 2025, CITIC Group had announced to acquire Stemcor Global Holdings at CNY 1.51 billion ($216 million) from Guangzhou Airport Industrial Investment Group.

The COMMEO team consisting of partner Isabel Oest (lead counsel), Franziska Lange-Schlüter and Constanze Ely was responsible for the merger filing to the EU Commission, which examined the transaction under the simplified merger review procedure and issued its clearance decision on 22 July 2026.
